On January 9, 2018, Redding Police Chief Roger Moore was contacted by staff at KRCR Channel 7 News regarding a person wishing to confess to a murder which occurred in 1993. The suspect, Brian Hawkins age 45 years old of Shingletown, California, made a statement to the news station crew that he wanted to speak to law enforcement regarding his involvement in the homicide of Frank McCalister. McCalister was a 19-year-old man reported missing in May of 1993, and his remains were ultimately found in 1994 in Shingletown, California near Grace and Nora lakes. His death was ruled a homicide.
On the afternoon of January 9, 2018, suspect Hawkins went to the Shasta County Sheriff’s Office where he met with Redding Police Investigators and voluntarily came to the Redding Police Department to provide a statement. Suspect Hawkins told investigators that in May of 1993, he along with Curtis Culver and Shanna Culver murdered Frank McCalister. Curtis Culver, who is now 45, and Shanna Culver 46, are brother and sister and reside in Red Bluff, California.
Suspect Hawkins told Investigators he could no longer live with the guilt and wanted to clear his conscious. Suspect Hawkins reported he along with Curtis and Shanna Culver lured the victim to the Shingletown area for the purpose of robbing him of money he had to purchase methamphetamine. Once in a rural area of Shasta County, Brian Hawkins, Curtis Culver and Shanna Culver conspired to murder McCalister. Brian Hawkins and Curtis Culver ultimately stabbed the victim to death and left his body in the woods. The trio then took his money and vehicle and drove back to Redding, abandoning the victim’s vehicle in the Costco parking lot.
The victim, Frank McCalister, was reported missing by family members shortly after his disappearance. His vehicle was later recovered in the Costco parking lot. When the vehicle was discovered, Investigators suspected foul play as there was a large amount of blood located in the vehicle. The victim’s remains were found approximately one year later by a citizen hiking in the Grace and Nora lakes area.
In 1993, Investigators learned Brian Hawkins, Curtis and Shanna Culver were the last people to see the victim alive, but they denied any involvement in his disappearance, and did not have any information about his whereabouts.
Suspect Hawkins provided a statement which corroborated the evidence in this case. On January 10, 2018, Curtis and Shanna Culver were contacted in Red Bluff, California and taken to the Redding Police Department and questioned regarding their involvement. Both Curtis and Shanna Culver were later arrested and booked into the Shasta County Jail for the homicide of Frank McCalister, along with Brian Hawkins.
During the past 24 years, many Investigators have followed numerous leads and examined physical evidence collected in connection to this homicide. Anyone who has information regarding this homicide is asked to contact the Redding Police Department at (530) 225-4200.
