On Saturday, Sept. 9, 2017, at 3:04 a.m, the Shasta County Sheriff’s Office received a report of a runaway in the City of Shasta Lake. The runaway, who will be referred to as Victim, was a 12-year-old female who was reported as leaving her residence sometime during the night. The Victim was later located at her residence by her mother. The Victim’s mother recontacted deputies later in the morning after discovering suspicious messages on the Victim’s cell phone that indicated she was possibly in a sexual relationship with a 32-year-old male identified as Kao Ching Saetern, 32 years old of Redding. Saetern is an acquaintance of a member of the Victim’s family.
On Monday, Sept. 11, 2017, Detectives with the Sheriff’s Office, Major Crimes Unit, began conducting follow up to determine the nature of the Victim’s relationship. Detectives conducted follow up interviews and examined the Victim’s cell phone. Detectives learned that the Victim was having a sexual relationship with Saetern that included intercourse and other sexual acts.
On Tuesday, Sept. 12, 2017, as detectives were preparing to contact Saetern, detectives were notified by the Victim’s mother that the Victim had ran away again while on Lake Blvd in Redding. The Victim was quickly located by her mother on Lake Blvd without incident. At approximately 3:27 p.m., Detectives arrived at Saetern’s residence located on Deodar Way located off Keswick Dam Road, near Lake Blvd. Saetern was ultimately located on the property hiding in the backyard behind a trailer and appeared to have fled out his bedroom window upon detective’s arrival. Saetern was taken into custody on an outstanding probation warrant without incident. Saetern is on probation for battery on a non-cohabitating spouse, 243 (e) (1) PC. Saetern was ultimately booked into the Shasta County Jail on his warrant as well as fresh charges stemming from this investigation:
- 288(c) (1) PC: Lewd acts with a child under 14 (5 counts)
- 288a(c) (1) PC: Oral Copulation of a child under 14 (2 counts)
- 289(j) PC: Penetration of child under 14 (2 counts)
Saetern’s total bail has been set at $702,500.00. Saetern is scheduled to be arraigned on September 14, 2017 at 1:30 pm.
The Major Crimes Unit would like to remind any parent or guardian who has a teen or child that has access to cellphone, personal electronic device and or computer/laptop, to monitor the child’s activities and be suspicious of their activities as sexual predators can easily communicate with children for sexual acts using these devices.
